Import fees when to pay?

This morning, I got checked my tracking number from JEEP, its still coming from Hong Kong but the UPS site is saying to pay the import fees in order to receive my package. It also says pay now to avoid additional charges. Should I pay before it gets to the states or wait? What could be additional charges?

I would pay now and get my package when it arrives in the US.

It made it through customs and the price went down from $33.00 to 21.
