That is a reference to the movie "Mean Girls" where one of the girls wanted to make a catch phrase word that she came up with into something that would be popular. Like she would say "that's so fetch" instead of "that's so cool"

So she was trying to make "fetch" happen.

Not quite. The context it's used in the link is in BigPharma's attempt to make month-long injections take off and be the norm. The author doesn't think that's going to happen, just like fetch wasn't going to happen.

Really not the best use of "fetch," IMO. It's tailored to a pretty limited audience.
