At the very least, the compounders have facilities that have been approved by the FDA to do compounding, and are required to source from an FDA approved list of vendors if I remember correctly. I don't think there's much more to it than that at a basic level.

503As are regulated by state boards which have varying levels of oversight and frequency in inspection. When I was going on compounded tirz originally I looked at the records for the options my doc would send my prescription to and it all looked fairly bleak as to the level of quality control and accountability.

I'm not an expert but my two day attempt at learning about it all did not leave me feeling particularly reassured as to the quality and safety of anything from compounding pharmacies in my state, at least.
