just curious what is "special line" shipping?

I see vendors saying they have a "special line" for shipping that lowers risk of customs interception, but it takes a little longer.
does anyone know what this method is? is it ok to say it out loud here?

They ship a big parcel to an in-country reshipper who then breaks the big parcel into individual ones which are then put in the mail. I guess this invites less scrutiny for some reason, and your name isn’t on the box as is goes through customs (although it probably is on a smaller box inside the larger parcel so it’s not like you’re completely anonymous if customs decides to really dig into things for whatever reason).

so it's like on tv where you open a shipping container full of "flat screen tvs" and cut open the tv box and out comes a bunch of white powder.

is the reshipper some mob-run warehouse racketeer, or is it the foreign vendor's cousin who rented a warehouse in los angeles somewhere by the port, or is it just some import company that also reships goods to like department stores and retail as well?

It could be relabeled in the US but then there really isn’t a clear benefit over the vendor just doing a domestic warehouse if they have labor and space in the country. In general it seems that they mostly use a bigger general logistics service that handles the reship with labels already on the individual boxes from China although no doubt there will be exceptions to that.
 
Special lines rarely get seized, that’s why most vendors remove reship guarantees or make you pay insurance if you change the shipping line. Some vendors have special lines for most countries, even small third world places you’ve never heard of
