FWIW, I received some. Same batch as reported on the most recent "regular" price list from US warehouse. They had a matte blue cap. I have no way of measuring moisture in them, but I was suspicious, so I sacrificed a vial to the peptide gods. I found there was definitely vacuum in the vial. I also noticed a difference in overall volume in this batch vs a different, more "dry" looking batch I received, delivered from China with white caps . This pale blue cap batch had a discernibly smaller total volume of product and much darker blue. I was able to crush the product and found it very *crunchy*. It is almost as if maybe it had less filler and crystallized during the freeze-drying process, giving a less powdery puck. It did feel about as dry as I would expect. Hard but brittle. It did not fragment easily into a powder, but instead more small crystals. It did reconstitute well, and being a true "research subject" i injected it without issue. Maybe not my safest act in life. But here I am more than a week later and my glow blend is working the way I expect it to still.
The blue cap also matches the description and picture in the Jano test report they linked from said price list:

I am not convinced it is "wet" per se, to be honest. But I cannot fault people for being cautious. The original poster sure looks to have a more "wet" look to theirs. But some of that can be light reflection off the poorly formed product.
Just my observations. Pic of both batches for reference. Anecdotal evidence is the worst evidence, but I feel we are in this a bit together as a community so I wanted to share.
