Reta higher risk at the customs because it's not FDA approved?

As a kind of a follow up to my last question in a separate thread, is reta higher risk at the customs because it's not FDA approved? Does that play a role?

Again, I'm a noob.
 
Little unlabeled vials of lyophilized powder are all pretty much at equally high risk. The standing expectation is that they can't search/stop it all. Even if the various customs inspection facilities had the ability to rapidly identify what is in those vials, it doesn't really matter whether it's something that's FDA approved or not.
