Is this an app or website that uses extensions to somehow show Discord channels? I also don't know how it chooses what channels to show, or what the Benefit of this second view of Discord.

It’s a website that also has an app and operates on the Revolt platform. I use the website version. They can link (bridge) to Discord and TG to keep users on those platforms in sync. The bridging permits people to participate on their preferred platform.
