I found this Janoshik Q & A archived on Peppy's where he mentions it.

Janoshik has opined that China only has two reta manufacturers. While he said he believes there are more tirz manufacturers than that, he said there are not many more.

That’s my understanding as well. That there are ~4 raw manufacturers.

A company that is selling raws to a big drug company is probably not going to sell to anyone else not authorized by the FDA or a foreign regulatory body. However, if they do sell grey materials, they'll make sure that the raws can't be linked to them.

You’re assuming how it works in the US is how it works in China. I absolutely believe the same people who make EL raw are also making gray raw.

I know for a fact that the people who make Louis Vitton purses sell some of them as “seconds” or knock offs. Knock offs, trademark and copyright infringement is big business in China.
