What they mean by counterfeit is the weight on the package does match what they just weighed it at.View attachment 4360
Sure seems like the USPS considers it counterfeit. Postal Inspectors absolutely can seize these and investigate. At a minimum getting someone's address flagged.
You pay the postage by weight. So the weight this post office has is not what is on the postage from SYR - making the customer pay the difference. Alan said if that happens, he would pay you the charge. It doesn’t mean what’s in the bag is counterfeit.
To be honest, 7$ shouldn’t even big that big of deal.
